By The Same Token: Week in Review

By The Same Token

The rail is ready. The market is waiting.

Tokenization’s constraint is moving from settlement technology to issuer approval, trusted distribution and committed demand.

The ECB plans to put a small part of its €23 billion own-funds portfolio into euro-denominated tokenized public-sector debt. Pontes gives those securities central-bank-money settlement; the ECB gives them something harder to manufacture: a credible buyer. Institutional tokenization’s binding constraint is shifting from functional rails to authorizing issuers, distributing assets through trusted channels and putting committed balance sheets on the other side.

The week at a glance

Monday — LSEG and Partior’s 24/7 bank liquidity plan uses one gateway.

Tuesday — Pontes was in production after trials involving 64 institutions.

Wednesday — Hana’s $100 million digital bond used Euroclear.

Thursday — Raiffeisen’s shared infrastructure could reach banks serving 18 million customers.

Friday — Seven UK banks conducted live tokenized-deposit transactions.

Saturday — The Fed split stablecoin supervision into two proposals.

Rails are becoming abundant

The DiSH plan addressed a familiar plumbing problem. A common gateway could connect banks to Partior’s multicurrency network without each institution building direct links to every proprietary digital payment network. Liquidity would sit through LSEG DiSH trust accounts, concentrating settlement and third-party risk in a recognized intermediary.

The British transactions offered another version of the same architecture. Barclays, HSBC UK, Lloyds Banking Group, Monzo, Nationwide, NatWest and Santander used Quant’s common platform while preserving separate deposit liabilities on seven bank balance sheets. The shared rail does not make those claims fungible by itself; legal protections, liquidity arrangements and the banking system still sustain par.

These are real advances. So is Pontes, which lets wholesale tokenized transactions settle in central-bank money. Yet functioning plumbing does not itself create repeat issuance and demand.

A rail without an authorized issuer and a committed buyer is infrastructure, not a market.

Hana’s bond showed how the constraint can be eased. The security received same-day processing through Euroclear’s Digital Financial Market Infrastructure, while investors retained their existing Euroclear accounts and trading systems. Institutions did not have to adopt unfamiliar custody arrangements or migrate onto a crypto-native venue. Euroclear turned a new ledger into an investable product by wrapping it in an established distribution relationship.

The flow is instructive: Hana issued, Euroclear registered and settled, and investors accessed the asset through existing accounts. The ledger changed. The trusted channel did not.

By the numbers

  • Nearly €1.6 billion — value of transactions during the Eurosystem’s 2024 exploratory work.
  • Three-to-five days to same day — Hana’s reported settlement-cycle compression on D-FMI.
  • 11 markets — potential reach of Raiffeisen’s shared Bitpanda framework.
  • Two remortgages — live customer flows completed in the UK deposit initiative.

The gate moved to market access

The Federal Reserve proposals made the authorization constraint explicit. One proposal covers reserves, capital, safekeeping and risk management. The other establishes the application process for Fed-supervised banks seeking to issue payment stablecoins through subsidiaries.

A bank could therefore design compliant reserve management and still lack permission to issue. Prudential standards determine what an acceptable balance sheet looks like; the application queue determines which institutions may place liabilities into circulation. Documentation, hearings and final decisions become part of the market structure.

The Raiffeisen agreement points in the same direction. Bitpanda can provide a reusable technical core, yet each network bank retains control over its product menu, launch date and local regulatory posture. Shared plumbing reduces the need to build a full operating stack. It cannot make a local bank’s risk committee approve a product or persuade customers to buy it.

The strongest counter-read is that infrastructure remains the binding constraint because settlement interoperability, custody and legal finality can remain incomplete. Hana achieved T+0, but reports did not identify the cash instrument or exact legal moment of finality; same-day processing is not necessarily atomic delivery-versus-payment. Britain’s deposit tokens remain claims on distinct banks, while DiSH’s omnibus trust structure introduces concentrated third-party exposure.

I would change my mind if approved issuers and willing buyers repeatedly found transactions blocked by custody gaps, uncertain finality or failed interoperability. Evidence would include Pontes-eligible deals unable to settle, cross-bank deposit transfers breaking par, or repeat Euroclear issuance stalling despite committed allocations. For now, the week showed several workable rails, while authorization and readiness to use them at scale remain constraints.

What I'd watch

I’d watch the Fed’s proposal notices for application timelines, evidentiary requirements and any distinction between approving a bank and approving its issuing subsidiary. The ECB’s next useful disclosure would be the size, eligibility rules and execution timetable for its tokenized-debt purchases. UK Finance and Quant could clarify whether the flows included transfers across bank balance sheets, how reconciliation worked and where legal finality occurred.
