Atomic settlement still needs a netting answer
Canada’s tokenized bond pilot showed why faster settlement can consume more liquidity even as it removes risk.
The benefits were “partially offset” by increased system complexity and liquidity costs. Yesterday’s Project Samara finding followed atomic settlement of a CA$100 million, three-month Export Development Canada bond across separate cash and securities ledgers. The week’s institutional launches point to the same conclusion: atomic settlement may remain a specialist rail until firms can recover the liquidity savings of netting, because eliminating settlement exposure can force them to prefund each trade.
The week at a glance
Monday — Hanwha prepared for legal recognition of ledger-based securities on February 4, 2027.
Tuesday — Tokenized-equity volume approached $3 billion.
Wednesday — DLX connected five named asset classes through one orchestration layer.
Thursday — U.S. Bank tested five lifecycle controls with live USBDC.
Friday — DSRV scheduled Canton Coin custody for October.
Saturday — Samara settled a CA$100 million bond with a three-month maturity.
Gross safety consumes balance sheets
Samara’s plumbing worked. Export Development Canada issued to a closed investor group, TD Bank acted as joint lead manager, and RBC Investor Services handled reconciliation. Hyperledger Fabric provided the permissioned environment, while separate cash and bond ledgers coordinated delivery against payment.
The pilot covered issuance, secondary trading, coupons and redemption. Its atomic mechanism removed the interval in which one side performs while the other has not: cash and securities moved together.
It also transferred the burden to liquidity management. In a netted T+1 system, a dealer can offset purchases against sales before settlement and fund only the residual obligation. Gross atomic settlement instead requires the relevant cash and security to be available when each instruction executes. A market can eliminate the settlement interval and still make participants reserve more balance-sheet capacity throughout the day.
Atomicity is a balance-sheet choice disguised as a settlement feature.
Reports did not say how large Samara’s liquidity costs were, how frequently its bond traded or how its funding requirement compared with a conventional netted workflow. A single short-dated issuance cannot establish market-wide economics. It does identify the hurdle.
Potential early uses include trades where settlement exposure is especially expensive: cross-border transactions, bilateral collateral movements, thinly intermediated private assets or transfers outside normal market hours. In those cases, avoiding settlement exposure may justify prefunding. High-volume markets built around central clearing and multilateral netting present a harder case.
Wednesday’s Broadridge launch reflects that constraint. DLX connects issuance, trading, settlement, servicing and custody across existing institutional processes rather than forcing every obligation onto one gross-settlement ledger. Its multi-chain design treats transaction orchestration as the scarce layer.
Institutions still want coordination. They just do not necessarily want every position settled immediately.
Thursday’s U.S. Bank pilot showed the same preference from the cash side. USBDC moved over public Stellar, but minting, payment, redemption, freezing and clawback remained inside the bank’s control environment. The transfer used live funds between its North American and European entities, leaving U.S. Bank responsible for the token lifecycle and its conventional systems responsible for limits, compliance and reconciliation.
The rail was public. The counterparty perimeter was not.
Monday’s Hanwha platform similarly placed regulated issuance and underwriting above Avalanche and Hyperledger Besu. The broker owns investor access and the legal process; the ledgers compete for an infrastructure mandate. Korea Securities Depository’s guidelines even allow additional technologies after consultation, making chain selection contingent rather than constitutional (Seoul Economic Daily).
Friday added custody to that institutional stack, although only for Canton’s utility token initially. Holding Canton Coin does not yet mean DSRV can custody a tokenized bond, reconcile it with an issuer register or enforce transfer restrictions. Settlement finality is useful only when the custodian, issuer and regulated owner agree on what became final.
By the numbers
- $33 million — estimated Robinhood Chain fees over 15 days; no weekly comparison provided (The Block).
- 20 million+ users — Robinhood’s distribution base, spanning eligible customers in 120+ countries.
- $350 billion+ daily — assets reportedly processed on Canton, alongside $9 trillion+ monthly RWA volume (BigGo).
- ₩30 billion — Hanwha’s strategic investment; no week-over-week change was reported.
The strongest counter-read is credible. Programmable liquidity could avoid prefunding every transaction and reduce idle buffers. That might let atomic settlement beat netted T+1 on both risk and funding cost.
I would change my mind when a production market demonstrates that outcome across a full dealer network—not merely one issuance—with measured liquidity usage, collateral reuse, failed-settlement rates and all-in operating costs. Until then, instant settlement solves a temporal risk by creating a funding requirement.
What I'd watch
I’d watch for a Samara technical addendum quantifying peak prefunding and comparing it with netted settlement; any DLX disclosure identifying whether transactions can be queued, netted or financed before final settlement; and U.S. Bank details on whether USBDC supports intraday credit or requires full cash backing before each transfer. Those are the tests that separate an atomic demonstration from an atomic market.
